Leake & Watts began the implementation of our agency-wide PROMISE approach in 2016.  Borne from our desire to best support communities facing adversity and continually improve service delivery, after several years of planning, this comprehensive approach embodies our unshakable belief in the power of people to change and grow. The approach, unique to Leake & Watts, incorporates several results-focused models, which have been tested beyond our agency and successfully implemented in one or more programs at Leake & Watts for several years. Combined, they ensure the highest quality of care for people supported so they can succeed. Core components of the model include Motivational Interviewing to bring about the changes individuals and families seek, the Personal Outcome Measurement© system to encourage individuals and families to define their own goals, the Positive Behavior Interventions and Supports (PBIS) model to promote pro-social behaviors through positive reinforcement, Think Trauma training to take into account the significant role traumatic experiences can play in shaping lives, and Family Team Conferences to ensure all services are directed by individuals and families. Ultimately, PROMISE is the opportunity to bring a wide array of supportive tools, which have successfully supported many individuals in various programs to the agency as a whole.


Reporting to the Associate Executive Director, the PROMISE Project Manager is a new, strategic, innovative role for our organization. Working with each of our program departments, this senior manager position will define an integrated approach to serving our varied populations, which will be comprised of the best and most impactful program practices across the range of service models in place. Through tenacious management excellence, broad collaboration, and extraordinary attention to detail, the PROMISE Project Manager will also create and oversee the action plan to implement the resulting model throughout our departments, ensure the development of new methodologies, and build new skills through training and coaching. 






  • Have ultimate accountability and ownership for Leake & Watts’ PROMISE Strategic Goal
  • Develop the PROMISE practice model across all departments
    • Understand practice models which support each program and the status of each
    • Adapt models to each program’s needs, selecting the best of the best, addressing gaps, understanding the impact on current work, and ensuring fidelity as defined by each program
    • Identify barriers to implementation and determine associated solutions that are streamlined, efficient, and support fidelity measures
    • Ensure that the adopted models fully align to Leake & Watts’ mission and vision
  • Build and execute implementation and ongoing management plan
    • Create prioritized approach and associated action plans to implement new model
    • Identify required actions, deadlines, ownership, and metrics (targets and actuals)
    • Ensure leadership, program, and PROMISE team buy-in regarding ongoing plans and make any needed adjustments and corrective actions
    • Create and manage working teams, holding individuals accountable for the actions they own and adjusting resource priorities or plan, as necessary
    • Manage associated budget impacts
    • Chair biweekly PROMISE implementation meetings
    • Monitor status and create a scorecard for sharing high-level indicators of progress (e.g., procedures, training, QA/fidelity reviews)
  • Rollout PROMISE to full organization
    • Develop the overarching structure, processes, and procedures to implement PROMISE
      • Ensure all program components are in place
      • Leverage inclusive decision-making and facilitation
      • Create PROMISE manual and handbook
    • Work with training to define a skill development approach for PROMISE overall and the specific model components, and ensure its timely rollout (e.g., Train the Trainer)
    • Collaborate with HR to implement any associated changes to HR processes (e.g., hiring, performance evaluations, etc.)
    • Collaborate with Quality Assurance to ensure fidelity measures are developed and appropriate and that fidelity reviews are taking place
      • Ensure checks and balances for compliance are implemented in alignment with PROMISE components
      • Understand key service metrics and impacts from PROMISE
  • Communicate the adopted model to the organization
    • Articulate the vision, relevance, and impact to all levels of the organization
    • Be able to speak the language of each department, connecting the dots across all areas and articulating the relevant ideas, benefits, and impacts of the adopted model that best resonate with each
    • Create a common language and understanding of the program’s innovations that strengthens the agency’s culture leveraging a range of communications vehicles that fit with the agency’s communications approaches
    • Create enthusiasm for PROMISE
  • Identify, develop, adapt, and implement new PROMISE components as identified 




  • BA Degree Required
  • Minimum of six (6) years working in Human Services or related field preferred
  • Minimum of three (3) years required of a proven project management track record with successful implementation of complex programs
  • Project management education or certification a plus
  • Expertise in Microsoft Office, especially Excel and PowerPoint
  • Understanding of practice models noted and evidence-based models a plus
  • Job history of progressive career growth
  • Ability to operate in a fast paced, sometimes challenging, environment
  • Ability and willingness to work extended hours and on weekends, as required
  • Ability and willingness for frequent travel across the tri-state area to meet with program teams
  • Driven by strong ethics and able to support the integrity and standards of the agency
  • Appreciation for the culture and realities of working within a mission focused, non-profit human services agency
  • Passion for and commitment to successful outcome for our most vulnerable populations
